Tim McKenzie was the victim of a brutal act of violence committed by a repeat offender who never should have been on the streets. Tim’s life, and his family’s life, will never be the same and the ones responsible for putting him in harm’s way, the Commonwealth of Pennsylvania, the City of Philadelphia and the PPA, have all turned their back on him.
